Do I need a Tree Management Plan for my DA in Canberra?

If your development is near protected or significant trees, on your block, a neighbour’s, or government land, then you will likely require a report and Tree protection plan as part of the application. We prepare DA-ready Tree Management Plans and can liaise with your architect or certifier directly.

When is a Tree Management Plan (TMP) required in Canberra?

In the ACT, a Tree Management Plan (TMP) may be required when proposed construction, excavation, landscaping or other development works could affect a protected tree or its protection zone.

Under the Urban Forest Act 2023, a protected tree’s protection zone includes:

  • The area beneath the tree’s canopy
  • An additional 2 metres beyond the canopy edge
  • The area within 4 metres of the trunk, measured at 1 metre above natural ground level

Working within a tree protection zone does not automatically mean a Tree Management Plan is required. However, an arborist report prepared by an AQF Level 5 consulting arborist must generally be submitted with the Tree Activity Application (TAA). The report assesses the proposed works, potential impacts on the tree and any protection measures required. Depending on the circumstances, the relevant authority may also require a formal Tree Management Plan.

All tree management plans in Canberra are developed in accordance with the Urban Forest (Tree Management Plans) Guidelines 2025 (No 1).

What is a VALID tree risk assessment?

VALID is a structured, internationally recognised method for assessing tree risk, combining the likelihood of failure, the likelihood of impact and the consequences into a defensible risk rating. It gives landholders, schools and strata bodies a documented basis for prioritising and actioning remediation actions.

What makes a tree protected in Canberra?

Under the Urban Forest Act 2023, a tree on leased land is regulated if it is at least 8m high, has a canopy at least 8m wide, has a trunk circumference greater than 1m measured 1.4m above natural ground level, or was planted in the last five years under a canopy contribution agreement or as a condition of a development approval. A dead native tree with a trunk circumference of at least 1.88m at that height is also regulated. Trees declared a pest species under the Biosecurity (Pests) Declaration 2025 are not regulated, even if they meet the size requirements.

How long does an arborist report take?
